Neighborhood Oriented Policing
Teams, or NOPTs, consist of 24 Officers working in 15 target areas.
These areas include residential neighborhoods, the City Center and other
high traffic business areas as well as one of the Joliet Housing Authority family
site properties. In addition, one
officer is assigned full time to building inspections and abatement citywide. The officers are expected to familiarize themselves with the
area, work with residents, and respond to all calls for service in that area
during their shift. They are taught
to seek long-term solutions to repeat problems, and to work with residents to
create a safer environment. |

All officers are encouraged to engage in problem solving activities,
which involve traditional law enforcement tactics as well as developing
tailor-made multifaceted solutions. Officers
have often used a variety of innovative techniques when addressing the unique
community issues. Some examples of
activities that have been conducted over the past year include:

Changing or restricting vehicular and pedestrian traffic through
cul-de-sacs, one-way streets, or no stopping, standing or parking areas;

Entering into trespass
agreements with property owners;

Identifying prostitution or
drug-related areas for targeted enforcement;

Utilizing crime prevention through environmental design
principals;

Assisting cooperative landlords with evictions;

Recognizing the recreational gaps of communities, and identifying
locations, obtaining properties, soliciting funding for equipment, and arranging
for the construction of facilities;

The great majority of the
neighborhoods in our City are located in a NOPT area, which are patrolled by
regularly assigned patrol officers twenty-four hours a day, and specially
trained Neighborhood Oriented Policing Officers eight hours a day.
